The equivalent assurance shall be confirmed by a conformity assessment body<\/span><\/i><span style=\"font-weight: 400;\">&#8221; (Article 24.1.d)<\/span><\/p><p><span style=\"font-weight: 400;\">More recently, in 2020, Spain passed <\/span><a href=\"https:\/\/www.boe.es\/diario_boe\/txt.php?id=BOE-A-2020-14046\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Law 6\/2020, dated November 11<\/span><\/a><span style=\"font-weight: 400;\">, to regulate certain aspects of electronic trust services. In this law, reference is made to a new order where &#8220;<\/span><i><span style=\"font-weight: 400;\">other conditions and technical requirements for remote identity verification and, if applicable, other specific attributes of the person requesting a qualified certificate will be determined by other identification methods such as videoconferencing or video-identification that provide <\/span><\/i><b><i>equivalent security in terms of reliability to physical presence as assessed by a conformity assessment body<\/i><\/b><span style=\"font-weight: 400;\">&#8221; (Article 7.2)<\/span><\/p><p><span style=\"font-weight: 400;\">This order, <\/span><a href=\"https:\/\/veridas.com\/veridas-garantiza-a-sus-clientes-el-cumplimiento-de-la-nueva-orden-etd-645-2021\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">ETD\/465\/2021, was finally approved on May 6, 202<\/span><\/a><span style=\"font-weight: 400;\">1, and it regulates remote video identification methods for issuing qualified electronic certificates. Veridas has been evaluated by DEKRA against all requirements of the CCN guide, satisfactorily passing all the tests performed.<\/span><\/p><p><span style=\"font-weight: 400;\">It is essential to highlight that the product has been the subject of 70 document fraud attacks and 230 facial biometrics attacks in the mobile web environment. The product had to guarantee the automatic detection of 100% of the cases without considering human intervention. These tests have meant overcoming one of the most demanding environments developed by an evaluator to date.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-7bb3bab elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"7bb3bab\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-73b4731\" data-id=\"73b4731\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-9916172 elementor-widget elementor-widget-image\" data-id=\"9916172\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"image.default\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/veridas.com\/wp-content\/uploads\/elementor\/thumbs\/dekra_veridas-q6n8u4yt7ktgeotewk458c9o9dgulv0rom7cncspgc.jpg\" title=\"dekra_veridas\" alt=\"dekra_veridas\" loading=\"lazy\" \/>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-224adbf elementor-widget elementor-widget-spacer\" data-id=\"224adbf\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"spacer.default\">\n\t\t\t\t\t\t\t<div class=\"elementor-spacer\">\n\t\t\t<div class=\"elementor-spacer-inner\"><\/div>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-0eb9cf1 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"0eb9cf1\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-9fb2c11\" data-id=\"9fb2c11\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-c5b428a elementor-widget elementor-widget-text-editor\" data-id=\"c5b428a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<h3><b>CERTIFICATION AND EVALUATION REQUIREMENTS<\/b><\/h3><p><span style=\"font-weight: 400;\">In this section, where reference is made to the required certifications and evaluations, it is worth mentioning how the <\/span><b>CCN demands all qualified solutions to have their biometric engines evaluated by the <\/b><a href=\"https:\/\/www.nist.gov\/\" target=\"_blank\" rel=\"noopener\"><b>National Institute of Standards and Technology<\/b><\/a><b>, NIST<\/b><span style=\"font-weight: 400;\">, considered the most prestigious independent evaluator body in the world. Veridas has always submitted its facial and voice biometric engines for evaluation by the NIST, obtaining fantastic results yearly.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">Specifically, the guide requests that &#8220;<\/span><i><span style=\"font-weight: 400;\">the biometric facial matching system between the applicant and the ID photo must have been evaluated, according to the Face Recognition Vendor Test (FRVT) in the VISABORDER category, by NIST and have obtained an FNR (False Negative Rate) of less than or equal to 5% for a FPR (False Positive Rate) of less than or equal to 1\/1,000,000. The database used for the test must be the one used by NIST in 2020 or higher<\/span><\/i><span style=\"font-weight: 400;\">&#8221; (Article 24).<\/span><\/p><p><span style=\"font-weight: 400;\">In this regard, Veridas obtained an FNR rate of 0.80% in its last submission in September 2021, well below the rate required by the CCN, which places it among the best biometric engines worldwide.<\/span><\/p><p>\u00a0<\/p><h3><b>\u00a0<\/b><\/h3><h3><b>FUNDAMENTAL SECURITY REQUIREMENTS (RFS)<\/b><\/h3><ol><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Protection against evidence capture attacks<\/b><span style=\"font-weight: 400;\">: the tool must ensure that a single device is used in a single sequential act of time. In addition, it must ensure that the process is executed in real-time without allowing pre-recorded files.\u00a0<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Biometric verification<\/b><span style=\"font-weight: 400;\">: the tool should provide facial biometric verification through the captured selfie and document. It should also incorporate active or passive liveness detection and implement presentation attack detection (PAD) mechanisms.<\/span><span style=\"font-weight: 400;\"><br \/><\/span><span style=\"font-weight: 400;\">To assess the biometric verification requirements, the CCN specifies that the evaluator should do this by applying IT-14, also known as the biometric evaluation module (MEB). These requirements are explained later in the article.\u00a0<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Auditing<\/b><span style=\"font-weight: 400;\">: the annex defines different characteristics that the auditing tool accompanying the manufacturer&#8217;s solution must have.\u00a0<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Secure communications<\/b><span style=\"font-weight: 400;\">: the tool must establish secure channels when exchanging sensitive information with authorized entities or between different parts of the product, following the guide CCN-STIC-807.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Trusted administration<\/b><span style=\"font-weight: 400;\">: the tool shall ensure that only a user with administrator permissions can perform administrative functions, distinguishing between the role of configurator and auditor.\u00a0<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Identification and authentication<\/b><span style=\"font-weight: 400;\">: the tool shall identify and authenticate each user before granting access, implementing mechanisms to prevent attacks, protecting the confidentiality and integrity of authentication credentials, and blocking or close the session after a certain period of inactivity. <\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Protection of credentials and sensitive data<\/b>: if the tool stores credentials and\/or other sensitive data, these should be stored using the cryptological mechanisms authorized in CCN-STIC-807.<p>\u00a0<\/p><\/li><\/ol><h3><b>\u00a0<\/b><\/h3><h3><b>VALIDATION OF SUBMITTED DOCUMENTS<\/b><\/h3><p><span style=\"font-weight: 400;\">This section of Annex F.11 details the following requirements regarding the <\/span><a href=\"https:\/\/veridas.com\/global-document-verification\/\"><span style=\"font-weight: 400;\">validation of submitted identity documents<\/span><\/a><span style=\"font-weight: 400;\">:\u00a0<\/span><\/p><ol><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The tool shall implement <\/span><a href=\"https:\/\/veridas.com\/3-categories-of-document-fraud-that-every-digital-onboarding-technology-should-address\/\"><b>detection mechanisms for replay attacks and print attacks<\/b><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The tool shall be able to <\/span><b>verify that the validity date of the document has not expired<\/b><span style=\"font-weight: 400;\">.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The tool shall <\/span><b>check the data integrity of the Visual Inspection Zone<\/b><span style=\"font-weight: 400;\"> (VIZ) <\/span><b>with the Machine Readable Zone<\/b><span style=\"font-weight: 400;\"> (MRZ).<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\">The tool shall <b>generate alerts to the operator<\/b> whenever it detects any of the described attacks or failed test checks.<\/li><\/ol><h3><b>\u00a0<\/b><\/h3><h3><b>BIOMETRIC EVALUATION MODULE (MEB)<\/b><\/h3><p><span style=\"font-weight: 400;\">As mentioned above, the MEB establishes a set of tests to be performed by the laboratory on the software under evaluation (Target Of Evaluation or TOE) to verify the biometric verification capability of the tool under assessment.
