width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><div class=\"cookieconsent-optout-preferences cookieconsent-optout-statistics cookieconsent-optout-marketing\"><\/div><\/p>\n<p><span style=\"font-weight: 400;\">Este art\u00edculo analizar\u00e1 c\u00f3mo ha evolucionado la regulaci\u00f3n de <\/span><b>identificaci\u00f3n no presencial<\/b><span style=\"font-weight: 400;\"> en Espa\u00f1a, los requisitos exigidos por SEPBLAC y c\u00f3mo soluciones tecnol\u00f3gicas como las de <\/span><b>Veridas<\/b><span style=\"font-weight: 400;\"> cumplen con estas normativas.<\/span><\/p>\n<h2>SEPBLAC y la Prevenci\u00f3n del Blanqueo de Capitales<\/h2>\n<p><span style=\"font-weight: 400;\">El <\/span><b>Servicio Ejecutivo de la Comisi\u00f3n de Prevenci\u00f3n del Blanqueo de Capitales e Infracciones Monetarias (SEPBLAC)<\/b><span style=\"font-weight: 400;\"> es el organismo encargado de supervisar y regular la prevenci\u00f3n del <\/span><b><a href=\"https:\/\/veridas.com\/es\/que-es-aml\/\">blanqueo de capitales<\/a> y financiamiento del terrorismo<\/b><span style=\"font-weight: 400;\"> en Espa\u00f1a.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Desde 2016, SEPBLAC ha autorizado la <\/span><b>identificaci\u00f3n remota<\/b><span style=\"font-weight: 400;\"> para la apertura de cuentas bancarias y otras operaciones financieras, estableciendo un marco normativo que ha evolucionado hasta incluir procesos de <\/span><b>video-identificaci\u00f3n automatizada<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h3>Normativa SEPBLAC: Identificaci\u00f3n No Presencial<\/h3>\n<p><span style=\"font-weight: 400;\">Seg\u00fan el <\/span><b>art\u00edculo 21.1.d) del Reglamento de la Ley 10\/2010<\/b><span style=\"font-weight: 400;\">, los sujetos obligados pueden establecer relaciones de negocio a distancia si:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">Se emplean <\/span><b>procedimientos seguros de identificaci\u00f3n<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Dichos procedimientos han sido <\/span><b>autorizados por SEPBLAC<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Para cumplir con estos requisitos, los sistemas de verificaci\u00f3n de identidad deben garantizar:<\/span><\/p>\n<ul>\n<li><b>Autenticidad, vigencia e integridad<\/b><span style=\"font-weight: 400;\"> del documento de identidad.<\/span><\/li>\n<li><b>Grabaci\u00f3n de la videoconferencia<\/b><span style=\"font-weight: 400;\">, asegurando la trazabilidad del proceso.<\/span><\/li>\n<li><b>Captura de im\u00e1genes n\u00edtidas<\/b><span style=\"font-weight: 400;\"> del anverso y reverso del documento.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">\u00a0<\/span><b>Revisi\u00f3n de evidencias<\/b><span style=\"font-weight: 400;\"> por un operador especializado.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2>Evoluci\u00f3n de la Identificaci\u00f3n No Presencial en Espa\u00f1a<\/h2>\n<h3>2016: Autorizaci\u00f3n de la Identificaci\u00f3n No Presencial<\/h3>\n<p><span style=\"font-weight: 400;\">En febrero de <\/span><b>2016<\/b><span style=\"font-weight: 400;\">, SEPBLAC publica la \u201cAutorizaci\u00f3n de procedimientos de identificaci\u00f3n no presencial mediante videoconferencia\u201d, estableciendo que:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">La tecnolog\u00eda debe <\/span><b>verificar la autenticidad y vigencia<\/b><span style=\"font-weight: 400;\"> de los documentos.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">La <\/span><b>videoconferencia debe ser grabada<\/b><span style=\"font-weight: 400;\"> con registro de fecha y hora.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">El usuario debe exhibir <\/span><b>visiblemente<\/b><span style=\"font-weight: 400;\"> el anverso y reverso de su documento.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Se deben capturar im\u00e1genes de <\/span><b>alta calidad y nitidez<\/b><span style=\"font-weight: 400;\"> del documento.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3>2017: Video-Identificaci\u00f3n Automatizada<\/h3>\n<p><span style=\"font-weight: 400;\">En <\/span><b>mayo de 2017<\/b><span style=\"font-weight: 400;\">, SEPBLAC ampli\u00f3 la normativa permitiendo la <\/span><b>video-identificaci\u00f3n automatizada<\/b><span style=\"font-weight: 400;\">, sin necesidad de interacci\u00f3n en l\u00ednea con un operador. Se establecieron requisitos adicionales, como:<\/span><\/p>\n<ul>\n<li><b>Proceso en un \u00fanico dispositivo y en tiempo real.<\/b><\/li>\n<li><b>Transmisi\u00f3n en directo<\/b><span style=\"font-weight: 400;\">, sin archivos pregrabados.<\/span><\/li>\n<li><b>Captura obligatoria de fotograf\u00edas separadas<\/b><span style=\"font-weight: 400;\"> del documento.<\/span><\/li>\n<li><b>Revisi\u00f3n de evidencias por un operador capacitado<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Estos cambios favorecieron el uso de tecnolog\u00edas biom\u00e9tricas avanzadas y garantizaron un <\/span><b>mayor nivel de seguridad y eficiencia<\/b><span style=\"font-weight: 400;\"> en los procesos de identificaci\u00f3n remota.<\/span><\/p>\n<h2>Regulaci\u00f3n de la Identificaci\u00f3n Remota en Espa\u00f1a: Orden ETD\/465\/2021<\/h2>\n<p><span style=\"font-weight: 400;\">Para reforzar la seguridad en los procesos de <\/span><b>identificaci\u00f3n remota<\/b><span style=\"font-weight: 400;\">, en <\/span><b>mayo de 2021<\/b><span style=\"font-weight: 400;\"> se aprob\u00f3 la <\/span><b>Orden ETD\/465\/2021<\/b><span style=\"font-weight: 400;\">, regulando los m\u00e9todos de verificaci\u00f3n por v\u00eddeo para la expedici\u00f3n de <\/span><b>certificados electr\u00f3nicos cualificados<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h3>Requisitos Clave de la Orden ETD\/465\/2021<\/h3>\n<ul>\n<li><span style=\"font-weight: 400;\">Unidad<\/span><b> de acto<\/b><span style=\"font-weight: 400;\">: El proceso debe ejecutarse en un solo dispositivo y en un \u00fanico flujo secuencial.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Tiempo<\/span><b> real<\/b><span style=\"font-weight: 400;\">: No se permiten grabaciones pregrabadas o editadas.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Autenticidad<\/span><b> del documento<\/b><span style=\"font-weight: 400;\">: La tecnolog\u00eda utilizada debe garantizar su <\/span><b>vigencia e integridad<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Validaci\u00f3n<\/span><b> biom\u00e9trica<\/b><span style=\"font-weight: 400;\">: Se debe comprobar la correspondencia del usuario con el documento mediante <\/span><b>tecnolog\u00edas de reconocimiento facial certificadas por NIST<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Prueba<\/span><b> de vida<\/b><span style=\"font-weight: 400;\">: Implementaci\u00f3n de <\/span><b>mecanismos de detecci\u00f3n de ataques de presentaci\u00f3n<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Grabaci\u00f3n<\/span><b> del proceso<\/b><span style=\"font-weight: 400;\">: Se debe registrar el v\u00eddeo donde el usuario muestra el <\/span><b>anverso y reverso<\/b><span style=\"font-weight: 400;\"> de su documento.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Revisi\u00f3n<\/span><b> posterior<\/b><span style=\"font-weight: 400;\">: Todas las evidencias deben ser verificadas por un operador especializado.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Adem\u00e1s, a nivel t\u00e9cnico, esta orden se complementa con el <\/span><b>Anexo F.11 de la Gu\u00eda CCN-STIC-140<\/b><span style=\"font-weight: 400;\">, estableciendo los requisitos espec\u00edficos para las herramientas de video-identificaci\u00f3n utilizadas por los prestadores de servicios electr\u00f3nicos de confianza.<\/span><\/p>\n<h2>Proceso de Verificaci\u00f3n de Identidad seg\u00fan SEPBLAC<\/h2>\n<p><span style=\"font-weight: 400;\">A continuaci\u00f3n, se muestra un esquema del <\/span><b>flujo de verificaci\u00f3n de identidad remota<\/b><span style=\"font-weight: 400;\"> seg\u00fan los requisitos de SEPBLAC y la Orden ETD\/465\/2021:<\/span><\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone wp-image-89498 size-large\" title=\"cumplimiento SEPBLAC\" src=\"https:\/\/veridas.com\/wp-content\/uploads\/2025\/03\/cumplimiento-SEPBLAC-1024x568.jpg\" alt=\"cumplimiento SEPBLAC\" width=\"800\" height=\"444\" srcset=\"https:\/\/veridas.com\/wp-content\/uploads\/2025\/03\/cumplimiento-SEPBLAC-1024x568.jpg 1024w, https:\/\/veridas.com\/wp-content\/uploads\/2025\/03\/cumplimiento-SEPBLAC-300x166.jpg 300w, https:\/\/veridas.com\/wp-content\/uploads\/2025\/03\/cumplimiento-SEPBLAC-768x426.jpg 768w, https:\/\/veridas.com\/wp-content\/uploads\/2025\/03\/cumplimiento-SEPBLAC-1536x852.jpg 1536w, https:\/\/veridas.com\/wp-content\/uploads\/2025\/03\/cumplimiento-SEPBLAC.jpg 1964w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/p>\n<h3>1.
